Energy fund row flares

THE Treasury has been accused of blocking Scotland from using a £100 million fund to spend on renewable energy.
The row over the money in the Non Fossil Fuel Obligation fund, which has been disputed between Holyrood and Westminster since 2004, started again after former UK energy minister Brian Wilson accused the SNP Government of ignoring the cash.
But a Holyrood spokesman said that the money held by Ofgem cannot be touched because every pound taken out is a pound off the Scottish block grant.
The spokesman described the situation as "absurd" and said that attempts to resolve the situation were continuing, but the Treasury wrote as recently as February refusing to bend on the issue. However, a Treasury spokesman said Scotland had already received the Barnett consequentials from £585 million withdrawn from the fund for England and Wales and could not claim the money twice.
