Scotsman archive: Convention proposes a Scottish Parliament, 24 Sept, 1990
PROPOSALS for a Scottish parliament yesterday won the backing of the Scottish Constitutional Convention's executive committee.
The proposals are due to be presented to the full convention on Thursday. After the meeting, the chairman, Canon Kenyon Wright, said he had no doubt at all the convention would ratify the plans. "I am given confidence by the fact of how much we have achieved and how we achieved it – by consensus. It augurs well for the future and I can see no remaining obstacles which we will not be able to resolve.
"We now have a scheme for a Scottish parliament which is much more detailed and appropriate than anything presented in the past."
It was clear, however, that the committee's consensus on the key principles of the plan had been achieved at the price of leaving many finer details unresolved.
In the course of its three-hour meeting, one member emerged to say: "What we are doing is curtailing things quickly because there is no agreement."
