Deal or no deal on council tax?

QUESTION: when is an agreement signed by Scottish Government ministers and local council leaders not an agreement? Answer: when it is a "concordat".
That appears to be the only conclusion that can be drawn from the deal signed by John Swinney, the minister for finance, and the leadership of the Convention of Scottish Local Authorities (COSLA) last week.
