Queen to mark devolution

THE Queen is to mark the tenth anniversary of devolution in Scotland with a visit to the Holyrood Parliament, it was announced yesterday.
She will address MSPs in Holyrood's debating chamber in Edinburgh on 1 July, ten years after she opened the new parliament on the day it received full legislative powers.

Five years later, she opened the new Scottish Parliament building, which was completed late and millions of pounds over budget.

During her visit, the Queen will later meet ten year olds born on 1 July, 1999.

Now would be the time to release the entire documentation on how the devolution settlement came about. Since the Council of Europe forced the issue of the government of Scotland and Wales, as well as a number of other constitutional issues, the UK Labour government has been determined to keep the lid on the devolution issue as a means of protecting its own aspirations to power in Scotland.

Devolution was not a party project at all, but a foreign policy commitment that had to be implemented, no matter what party was in power at Westminster. Labour would never have implemented it on its own without the threat of international sanctions.

In response to a question by Dennis Canavan at Westminster in 1999 the Foreign Office promised to release the document from the CoE Committee of Ministers that resulted in the restoration of the Scottish Parliament, but ten years later there is no sign of this being published. The full story of devolution will not come out until the records of the Foreign Office and the Cabinet Office are opened, but what can be revealed to date can be read at:

The document I mentioned in #3 above is recorded in Hansard, when FO Minister Tony Lloyd gave an assurance that it would be published.

I agree about the white coats.
