YOU probably won't have heard of Santiago Levy, a mustachioed Mexican economist who once did a stint as his country's deputy finance minister.

But the 900 habitual smokers in Dundee who are being paid £12.50 a week for the next two years to kick the tobacco habit are beneficiaries of Mr Levy's intellectual revolution.

As are the young men in Tanzania being paid £25 a year – a fortune ...
