Tynecastle clock ticking ahead of wages D-day

HEARTS may have attributed the non-payment of employees' wages to a technical hitch, but even if the money is now received as promised on Friday, the episode does not inspire confidence in the club's more grandiose plans for expansion.
The aim of building a new 10,000-seat main stand at Tynecastle was already meeting increasing scepticism some time before the events of the last week, and the inability to pay staff, for whatever reason it occurred, leaves onlookers wondering where the money would come from.

The plan to redevelop the stand has been accepted by many supporters as proof that Vladimir Romanov, Hearts' owner, remains committed to growing the club, and to a virtuous cycle which would see attendances and playing standards increase.

With bigger crowds producing bigger gate receipts, so the theory runs, Hearts would have more money to buy better players, who would bring more success to the team, which would then attract bigger crowds, and so on.

During an economic boom, such a theory might appear highly plausible, but in the present circumstances its attractions are less evident. The cost of the venture has been estimated at £50million, and Ukio Bankas Investment Group (UBIG), Hearts' parent company, are currently committed to finding that money.

But the timetable for the project has already been revised, and for the past six months some senior figures at the City of Edinburgh Council have been casting doubt on its viability.

"We have a number of concerns about the proposed redevelopment of Tynecastle, not least the way the club keeps putting back the timetable for the work," one councillor said.

However, Romanov himself has stated on the club's website that he believes the delays should be laid at the door of the council itself. "It is dragging on, the bureaucratic side of things," he said in late July.

"When you see sporting palaces going up overnight in China and we are talking about one stand, well it's not something I want to talk about at this moment."

The current starting date for construction is the summer of next year, but negotiations have some way to go before work can begin – even if UBIG does raise the massive sum required. Of course, if Hearts were to postpone the project that would not in itself mean Romanov had lost interest in the club. Indeed, to some observers a decision not to commit £50m at the present time would appear to be in the best longer-term interests of the club.

But delaying the building work indefinitely would surely put an end to the so-called Romanov revolution, and to the belief that the Lithuanian business could transform the face of Scottish football.

Without a new stand, Tynecastle would remain as it was when UBIG first bought into the club – and there would be little other sign of positive progress.

Things have taken a modest upturn since the arrival in the summer of Csaba Laszlo. The new manager's enthusiasm for and profound knowledge of football have enthused many members of the playing squad, and inculcated a unity which was conspicuous by its absence for much of last season.

Having won four of their first six matches in the SPL, Hearts are currently third in the league. They appear well placed to finish in the upper half of the 12-team table – something they failed to do last season for the first time since the split was introduced.

But improving on last season should hardly be a cause for prolonged celebration. With the biggest support in the country outwith the Old Firm, Hearts should be at least challenging for third place every year.

Indeed, before the Ukio takeover they finished best of the rest two years running under Craig Levein.

Only in season 2005-06, when they won the Scottish Cup and finished second to get into the qualifying stages of the Champions League, have the newly enriched Hearts fared significantly better on the field of play than their old, impoverished predecessors.

A couple of seasons of instability followed that halcyon spell, but many supporters retained their faith in Romanov, and argued that he would eventually get things right.

Now, critics might suggest that if the banker and his employees take a week to settle unpaid wages, previous promises of massive investment sound less and less convincing.

Q & A

Q: Does Hearts' statement yesterday that "payment to staff and players has now been processed as planned" mean that the wages have been paid?

A: No. Employees still have to wait until tomorrow for the outstanding salaries to appear in their bank accounts.

Q: What does "processed" mean then?

A: It means that the transaction is on-going and should be completed in time to meet the Friday deadline set by the club in Tuesday's statement. Effectively, nothing has changed since the timetable was announced on Tuesday.

Q: What is the 'technicality' that caused the failure to pay wages in the first place?

A: This is the key question, but so far Hearts have given no indication of what is really behind the problem.

Q: Didn't the club say at the weekend that the wages would be paid "early next week"?

A: Yes, that was stated but the intention could not be followed through.

Q: Has the club run out of money?

A: There is no evidence of a chronic lack of funds; the club insists that the failure to pay wages is a temporary cash flow problem rather than anything more sinister.

Q: Are the wages paid to employees by Vladimir Romanov's bank, Ukio Bankas?

A: No, they are paid by the Bank of Scotland every week after sufficient funds are transferred from Lithuania.

Q: What is the health of Ukio Bankas in the current economic climate of a global downturn?

A: Its rating has been downgraded from "stable" to "negative" recently, but its trading position remains positive.

Q: What is Romanov's view on the situation?

A: That is anyone's guess. Neither Romanov nor his son Roman, the club chairman, have commented on the matter, leaving director Sergejus Fedotovas to travel to Scotland this week to sort out the mess.

Q: After the club's promise to resolve the situation this week, what will happen if the wages are not paid by tomorrow?

A: There may be trouble ahead.

Balkan Investment Fund (managed by UBIG-owned Balkan Investment Bank) has seen its value halved in a month.
There has been a frantic amount of trading in it over the past two days on the Banja Luka Stock Exchange (as with Ukio in Lithuania), but still the price is heading south.
As for the Birac aluminum plant at Zvornik, which UBIG also owns in Republica Srpska, Bosnia-Herzegovina, its share price is heading towards zero.
Every penny UBIG and Ukio have is going towards propping up its share prices.
The companies are fighting for their lives.

Instead of reprinting the same story over and over again why cant some of these "journalists" do some proper investigations and find out what really happened? Is this something to do with the mess that HBOS are in? Is it Ukio Bankas? (5 minutes research on the internet doesnt suggest they are doing worse than any other company on any other stock exchange currently). Is there really a cash flow problem at Tynie? Has anyone ever transferred money from one country to another - believe me, it takes days, so Hearts saying start of the week to settle this was unrealistic.

If it happens again, panic, but for now, this is not a big drama. I hope...

thepundit and bto - I can't understand how you can laugh and joke and make light of Hearts' plight. You sound like Harry Enfield's loadsa money character of the Thatcher years, gloating at the poor people off whose backs you have made your fortune.

I am a Celtic fan but find the situation at Tynecastle extremely worrying from a Scottish Football point of view. You as Gers fans should also be careful what you wish for. Murray's business empire is not as it was and a couple of years down the line, if things turn out a certain way, it could be Rangers struggling to pay the tea lady.

I and many other non-Hearts people have been warning the Jambos about Romanov for some time and were generally laughed at by the Tynecastle fans. I for one take no pleasure in saying "I told you so".

In fact, in this particular instance, I have some sympathy for Romanov, because he and Hearts are victims of the current financial crisis, just as the financial giant that was HBOS has been.

Hearts are a major institution in Scotland and are very much a large part of Scottish Football. I do not think it is a laughing matter for fans of other clubs to see them potentially in dire financial trouble.

Here's hoping the wages are in place tomorrow and by Saturday we are back discussiong football matches once again.

And another thing - The Daily Record is an absolute disgrace after its banner headlines yesterday about Hearts players threatening to go on strike if their wages are not in the bank tomorrow.

Of course if the players are not paid tomorrow, the proverbial sh!t will surely hit the fan, but there has been no talk among the players of industrial action at this early stage, and why would there be until after Friday?

I read the story under the headline and there were no quotes whatsoever. It was all "it is understood that . . " and "it could be that . . ." which means "we are making all this up".

But after the inventing of quotes from the chairman of an Italian club regarding the transfer of Nakamura back to Serie A, nothing would surprise me about that putrid rag.

thepundit - there were 2 or 3 Celtic supporters flashing banknotes at the Gretna players that day and yes, it was disgusting and a large number of Celtic fans told them so at the time and on Celtic websites afterwards.

As for the Record, I can't prove they did not have a Tynecastle insider leading the story, but I know enough about the Scottish media to know that they were jumping on a sensationalist bandwagon to make money selling papers on a lie.

Especially with the "it is understood . . ." and "it could be . . ." giveaways. And if what you suggest is true, why didn't they say "a Hearts insider said . . ."? They don't even have to name the insider.

Hearts captain Christophe Berra today dismissed laughable reports from a Glasgow-based newspaper that the Tynecastle squad is considering strike action following the news that their wages are to be delayed until this Friday.

The Gorgie outfit revealed yesterday afternoon that the players will receive a double salary this week after a technical problem prevented payment as usual last Friday.
The skipper contacted Hearts News this morning in order to offer direct assurances to supporters that there have been no such discussions about not playing this weekend in the dressing room.

"I don't know where the story came from but nothing has been said by the players. We are total professionals, we train hard and we want to win every Saturday.

"We know that if we are successful as a team that can only be good for us as individuals in our career.

"We are often in the spotlight because we are Hearts, and like so many reports these are just not true.

"I don't know where the stories came from, but I tell you I'd love the paper to name their source as there are no quotes in the story.

"I can promise our supporters that we are totally committed to Hearts and this weekend's game."

There is only one journalist who gets info direct from Gordon Strachan and that is Ronnie Cully of the Evening Times.

Celtic's policy is to put all club news into the Celtic View from which the journos then lift the stories and interviews.

thepundit - So what about the Record's "exclusive" about Nakamura being sold to an Italian club in the summer? They actually quoted the club chairman as saying the he has in front of him a fax from Celtic accepting their offer for the player.

Celtic denied it. Nakamura denied it, as did Nakamura's agent.

The next day, the chairman came out and said he had not been in touch with Celtic. He was NOT interested in Nakamura. He knew nothing about a fax and, more worryingly for the Record, he said he made none of the comments attributed to him and indeed, he had never spoken to anyone from the Scottish media.

I know you will probably come back and say that Celtic, Nakamura, his agent and the Italian club chairman were all lying because that paragon of virtue - The Daily Record - would never invent a story, never mind quotes, but I am going to challenge you anyway - try and defend the Record on that one if you can.

Naka has stated he wants to return to Japan. Celtic are currently in talks trying to persuade him to stay another year, or at least to stay till the end of the season. So why would they have tried to punt him in the summer, especially when he told the club his intentions at the end of last season, so Celtic could have cashed in rather than let him go for nothing next summer?

The Record first reported Celtic's interest in Maloney 6 months after he left. Then 6 months after that, then 6 months after that. They got it right at the third time of asking, but it wasn't an exclusive. It was pure speculation that EVENTUALLY came true.

Another dire performance from the Gers last night.

It's a good job there are no replays in the League Cup, otherwise Rangers would be scrabbling around begging for an extenstion to the season.

Only one fluke result at Parkhead for the Gers to get excited about, while the Celts start moving up a gear or two and begin to utilise their great squad to the full.

I have no attachment to Hearts other than they are not the OF, but reading the article you have to think it's all going to end in tears.

If success was as simple as building a bigger stadium so more peple come so more income so better players so more success etc then why did Cowdenbeath not do this many years ago?? Build a 10,000 seat stadium and before you know it you're in the premier league. The flaw in the logic is that there are only so many people with the money / interest/ attachment to a club to put the backside on a seat on a Saturday afternoon, Sunday lunchtime or whenever.

What is a realistic home support for a successful (top 3) Hearts side at home, other than OF games? 20,000? So even if they are successful (top 3) and if they get 20,000 and if they can buy a few better players (that is the order in which it would happen), they are still not going to overtake the OF (they would not let it happen)or be big players in Europe.

How does that add up to spending 50m on a new stand (for how much extra ground capacity?)with interest costs etc? And to argue the case based on a run of 4 or 5 good results is nonsense.

The reality is that all clubs other than OF should see success as 3rd in the league, an occassional win against the OF, a few games in Europe, a Scottish cup final, and to attempt that without taking major financial risks.

Why are you such a fool. As a Jambo I would hate to see Hibs go out of business. Believe me it would not be a good thing for Hibs either if we went down the tubes.

When hibs went down the season was so dull. Rangers and Celtic games are not something I generally look forward too so all that was left was the other SPL dross to play. It was rubbish. Meanwhile Hibs were losing to Stranraer.

Grow up a bit. Rivalry is rivalry but wishing another club to go under is pathetic.

Goood start to the day...thought i had 108 posts to read but reduced to around a dozen by skipping past the BTO/pundit...decent points from Harlem & tangerine.

#puntit:decided'again' not to bother supporting his team playing in Glasgow...not a real footballer supporter so understand his lack of undrstanding how real fans .

BATHGATE: talk about stating the blindingly fkn obvious!!!!IT IS A GLOBAL FINANCIAL CRISIS .HMFC are owned by an investment company .... we are VR's HOBBY ...he has shown signs of boredome for 2 years now...he has already stated(prior to recession) that the days at throwing money at HEARTS is over.THE STAND etc....not getting built;great news...not required.
BATHGATES summary is the best HEARTS can hope for is 3rd...two things...that will do fine for now/and so far this season we are on track.

As well as stating the obvious the ARTICLE is unbalanced(as always). Not a 'non story' as HEARTS are more exposed than most/the non payment of wages was a totally unacceptable occurence.Posted previously that IMO likely senario is the selling of our intangible assets(Berra etc) in the next transfer window & HOPEFULLY the selling of the club(realise in current climate there will not be a large Q).
