Posters as effective as police in some areas, MSPs told

POSTER campaigns in crime-plagued areas can be just as reassuring as seeing extra officers on the streets, senior policemen said yesterday.
HM Chief Inspector of Constabulary for Scotland, Paddy Tomkins, and assistant, Malcolm Dickson, made the claims as MSPs tried to establish the role of community policing.

Responding to questions from Holyrood's justice committee over research into
the use of posters, Mr Tomkins said: "There are many means of reassuring the public, which are complementary – one is not necessarily better than the other. Academics have found that public anxiety increases at the point where they see a number of police officers on the street."

Mr Dickson said the research underlined the range of ways police can act in the community. He added: "The point I'm trying to make is there is the odd dynamic that increased visibility can in some cases increase people's concerns."

He said poster campaigns could be productive but stressed that there was always the desire to get additional "yellow jackets" – or officers – on the street.

Mr Dickson described trying to define community policing as "pinning the wave to the sand". He added: "I don't like to get too hung up on definitions. All policing to me is community policing."

The committee previously took evidence from a representative from the Chicago police force. MSPs want to define the role of policing and how effectively it is being applied across Scotland.

So, instead of getting the police out of their canteens and their nice warm patrol cars, we can now solve the problem of all the wee neds and thugs roaming the streets by having cardboad cut-outs of policemen strategically placed on street corners.

HM Inspector of Constabulary for Scotland is it? He needs to be redeployed sweeping up at the nearest police station.

... I have to admit that I don't recall any recent cases of a poster making an arrest.

Don't be daft - we don't need "reassurance", we need effective policing and salutary punishment of violent criminals.

It's strange how even ineffective chief police officers can make excuses at Olympic standard! It may be that they are just following the old Army adage - "say something, if only goodbye".

Not much chance of their saying ggodbye, though.

Oh really??

Chav #1 (to pal) "Oh look. I was going to suggest nicking a car and going for a joyride. But there's a poster saying it's an offence and we could end up in court with a criminal record for it! We'd better not do it then and just go shoplifting instead."

Reassurance is knowing the criminals are being caught & given appropriate sentences which don't involve early release.

Kinda flies in the face of the reports a few weeks ago which suggested that more police on the beat would be the answer to crime eh?

If posters are as effective, why not close down the police totally and replace them with posters?
Think of the savings that the country could make..
Would we get:
1) Detective posters
2) Police sharp-shooter posters?
3) Police on horse posters?
4) Some with slogan's saying "you're nicked"?
5) A very few showing woman and ethnic minorities?
6) What do we do about the occasional "corrupt poster"?

Mr Tomkins has once again shown a level of ineptitude which must bring into question his suitability to head such an important public body. Lets not forget this is a man who came within a hairs width of a no confidence motion from his local Police Board over the dismal failure of his radical reforms contained in Operation Capital. It pehaps best sums up what is wrong with Scottish policing when someone who has so clearly failed the public is rewarded with the HMIC post. I can only hope that Police Boards throught the country are taking note.

"Academics have found .... " Aye, well, we have to believe that then ???? How many academics have actually spoken to a mugged pensioner or picked up the bits from a road smash ?

When faced with a pi$$ed up, aggressive ned (with his mates, of course) whose team has just lost, while I'm out with my wife on a Starurday night ..... do I want to see a couple of MIB or a few posters on a lamppost ? Hmmmm..... let me think !

Malcolm & Paddy - actually nice guys individually but, when it comes to policing pedigree, knowledge of Scots Law, actually living in or near to a Scottish "scheme" - yer no at the races guys !
