A merger – or a union?

I welcome Brian O'Callaghan's letter (27 August) arguing that the kingdoms of Scotland and England were not "united" until 1707, but, at the risk of being pedantic, I maintain there is a significant difference between a "merger" and a "union", and that the original quiz question related to when the kingdoms were "merged".
It can be alternatively argued that in 1603 the two kingdoms were "merged" under one king but were not fully "united" in a legal sense until 1707; in which case, the original question was badly phrased and ambiguous and Brian O'Callaghan's final query, "So who is right and who is wrong?" remains to be answered.
