Local Income Tax is fairer and progressive.

The problems with its implementation revolve round the fact that the Scottish government does not have financial (and political)independence.

No, the Irish don't have LIT, and nor do they have any form of domestic property taxation! It was abolished in 1978.

Unlike the UK, local services are paid for with higher business, commercial, and industrial premises taxation, along with higher bands of income tax.

LIT, like the Tories despised Poll Tax(Community Charge) it appears in principle to be a fairer method of local taxation but is simply unworkable. The Nationalists would be very foolish to follow the lemming Scots Tories who still suffer to this day from their folly!
