Published Date: 19 December 2007
DAVID Cameron had two donations worth around £7,400 to his constituency party declared impermissible by the Electoral Commission, it has emerged.
The Tory leader's Witney Conservative Association has agreed to forfeit the sum to public funds because the benefactors were not on the UK electoral roll.

The revelation is a blow for Mr Cameron, who has made capital out of Labour's embarrassment over its proxy donor, property developer David Abrahams.

The donations to Mr Cameron's constituency party, from Roger Fletcher who gave £5,900 and Geoffrey Dobbs, who gave £1,500, were handed back on 16 November – nine days before the scandal over Labour's secret donor broke in a Sunday newspaper.

Last night, a spokesman for the Conservative Party said: "As soon as we became aware that these two donations were not permissible, we declared and voluntarily forfeited them to the Electoral Commission."

Privately, aides insist that the incident was a "genuine mistake".

Confirmation that the donations were ruled impermissible was posted on the Electoral Commission's website on Monday. Records show two donations received by the constituency association on 21 August were later found to have been impermissible.

Yesterday, Mr Cameron arrived in China for a three-day visit. However, in London, Hazel Blears, the Communities Secretary, accused the Tory leader of hypocrisy after allegations he made over Labour's illegal proxy donations.

"David Cameron sets a really high bar on these issues and he says it beggars belief that Gordon Brown did not know (what] was going on," she said.

"It beggars belief that David Cameron didn't know what was going on in his own backyard. There are some questions that need to be answered by Mr Cameron about why these donations were in the bank account for three months.

"Did he know what was happening in Witney? In my constituency (Salford], I would hope I'd have a pretty good idea of what the local finances were like."

John Mann, the Labour MP for Bassetlaw, said the revelation was "shocking".

He added: "We have heard Mr Cameron say someone who does not know what is going on in their party is not fit to lead the country.

"Presumably, he believes that is even more true for someone who does not know what is going on in their own constituency office."

'STRIP THEIR PEER POWER'

POLITICIANS should be stripped of their power to appoint peers in the wake of the cash-for-honours affair, say MPs.

Members of the House of Lords should instead be appointed by an independent body, while parties should publish the names of their preferred candidates with justification for their proposed peerages, according to a report by the Commons public administration committee. It also calls for the Electoral Commission to be given tougher enforcement powers and for a new Corruption Bill.

Tony Wright, the committee chairman, said people did not trust political parties to appoint peers on merit.

I think there should be a parliamentary enquiry. Lib Dems have done it, Labour have done it and now the Tories are doing it. McCletchie can arrange the transport. Nicol Stephens may want to by-pass it. Again. Even though as Deputy First Minister he shouldn't get involved in by-passes. That might mortgage his future. Wendy can post out the invites to the enquiry and keep a wee list of attendees on her special Computer for Labour.

Unionists make a big song and dance about preserving the UK, but they seem very very confused about where the terriroty of the UK ends and what is abroad for legal purposes of taking sleazy illegal donations.

Oh dear, I fear the nationalist posters here have never heard of hubris. Think about it people, the Tories have been making hay about Labour's sleaze for months now. Do you not think they have been extra careful about their own donations? And still they make a mistake. It's going to happen with the SNP too. As long as political parties need funding they are going to attract unsavoury types giving them money, far less honest people who don't happen to be registered to vote here.
I would recommend strongly that the nationalists here be slightly less self-righteous in their indignation. It will make their future posts defending the SNP 'honest mistakes' slightly more believable.

#Grahamski. The SNP posters are quite right to excoriate any party which doesn't comply with the law.

In full glare of TV cameras Gordon Brown stood in the House of Commons and admitted his party had received 'illegal' donations. On the day it was announced similar illegal donations were received by David Cameron's constituancy office, where was the leader of the opposition? Well... he was in China -well away from the bad news. 'Gutless' and 'hypocrit' come to mind

Can the Scotsman add up all the revelations about the Labour party funding?
From the use of a particular business man in Jersey to the computer firm,Rail track and of course the friend of Mr Sarwar??

How about Scotsman reporting these stories it missed

Midlothian Labour Party chairman being sacked from his day job as a tradesman for Midlothian Council for working on his own house in Council time, appealing the sacking and the committee of labour councillors re-instating him but not declaring an interest. They all had been "appointed" by this man and possibly as he may have worked on their homes in Council time and using Council materials they had to support him.

Also Wendy Alexander's woes continued last week as the details emerged that a Labour councillor in her own constituency is now facing a police inquiry. Williams worked alongside Alexander in the recent election campaign when he was chairman of her own local party and is thought to be a key local ally.

Tommy Williams was sacked from his job as a community support worker at Glasgow City Council last week. An investigation had centred on allegations that Williams' time-sheets had shown him at work, when he had in fact been engaged elsewhere (on Council business?). Williams' line manager is also believed to have lost his job following the internal investigation.

A spokesman for the council said last night: "I can confirm that two members of staff were dismissed following an investigation into allegations of financial irregularity and the matter has been referred to Strathclyde Police."

Also Wendy Alexander handing taxpayers money to Labour Computer firm in LOndon for doing "work" Scottish Parliament provides. See Sunday Times 16 December.

As we debate this very matter, the former leader of the indigenous Conservative Party has had a remarkable transformation as a caped crusader against corruption
in public life!

He is so concerned about this Tory scandal that in David Cameron's absence in China he is at this very moment in time en route South by taxi(his favourite mode of travel)to directly report these illegal donations to the Standards and Ethics
Committee at Westminster!

What a fantastic system we have in the British government we have at Westminster, which has shown us again that wrong doing will be stamped out. How long would it have taken in the Scottish government to have caught out wendy alexander if her parent party in Westminster hadn't of been caught out first, again I call for the Scottish parliament to be disolved in favour of real democracy in our great nation of Great Britain.
