Plan for tartans register launched

NEW legislation aimed at creating a national register of tartans was launched yesterday.
Tory MSP Jamie McGrigor has put the plans in a member's bill to the Scottish Parliament for a register, which would draw together information about the different tartan designs.

I was under the impression that the Lord Lyon already had the power to register tartans, and actually did so. Presumably they now want to register all the bumbee tartans, like those of certain football clubs etc.

How do they propose dealing with Irish and Northumberalnd tartans? Would seem more appropraite this is given to Westminster to ensure consistency, but I guess its really an EU matter now?
