EUROPE'S main election watchdog cancelled plans yesterday to monitor next month's Russian presidential election,
citing unacceptable restrictions imposed by Moscow. Dmitry Medvedev, an ally of outgoing president Vladimir Putin, is hot favourite to win on 2 March.
